Legislative Session Fails Arizona’s Animals Due to Party Politics

An update on the Arizona Humane Society's 2024 legislative efforts to strengthen the state's animal cruelty laws.

The 2024 legislative session has come to an end, and we must share the unfortunate news that this has been the most challenging session for animal welfare in over a decade. The Arizona Humane Society (AHS) spearheaded two crucial initiatives, SB1046 and SB1047. Both SB1046, which aimed to address pet store preemption, and SB1047 aimed at tightening cruelty statutes, had strong support from law enforcement, prosecutors, and municipalities.

Despite this broad support, both initiatives failed. We are deeply disappointed. Even when advocating for the bare minimum standards—adequate food, water, and medical care for animals—we could not secure the necessary legislative backing. Party politics played a significant role in these outcomes, and like many of you, we are gravely concerned about Arizona’s insufficient laws to protect animals.

As we look forward to the upcoming election cycles, we are hopeful that new officials will take office who will stand firmly with us to transform Arizona into a leading state for animal protection. We extend our heartfelt thanks to our elected officials who stood with us, including our bill sponsor, Senator Shope.

Most importantly, we thank YOU for your unwavering support and advocacy. Your actions and voice are vital in our fight to protect animal rights. Our commitment to this cause is unwavering, and we are already planning to return stronger than ever next year.
